Full Process Breakdown of Cosmetic-Device Joint Product Development: How Brands Can Avoid Detours and Launch Their Own Brand in 60 Days
After talking with many brand owners, I've noticed an interesting phenomenon—five years ago, everyone asked "Can you help me make a facial mask?" Now they open with "I want cosmetic-device joint development, both cosmetic and device licenses together."
The industry is indeed changing. Consumers are becoming more professional, and channels are increasingly segmented. If you do online e-commerce, having only cosmetic-licensed products is not enough—you can't enter pharmacies or medical aesthetics institutions; if you only do device-licensed products, you can't capture online traffic. Cosmetic-device joint product development, simply put, means one brand, two product lines, covering all channels.
Weitai Group has a natural advantage in this—we are one of the few source factories holding three licenses: cosmetic, medical device, and disinfection. With over 110 Class II medical device registrations and a mature cosmetic product line, brands can build a "cosmetic + device" product matrix through the entire process. Today, I'll break down this full process so that brands not yet on board can have a clear understanding.
Step 1: Product Matrix Planning (Days 1-7)
Cosmetic-device joint development is not "randomly making a few cosmetic products + randomly making a few device products"—it requires systematic planning of the product matrix based on brand positioning and target channels.
Planning Logic
Cosmetic-licensed products: Cover daily skincare scenarios, sold through e-commerce (Tmall/Douyin/Xiaohongshu), CS channels (Watsons/Colorist, etc.), and private domain channels. Features: many SKUs, fast new product launches, flexible pricing.
Device-licensed products: Cover professional repair scenarios, sold through medical aesthetics institutions, pharmacies, and hospital dermatology departments. Features: few SKUs, high compliance threshold, strong trust endorsement.
In practice, we usually recommend brands to build a matrix using a "1+3" or "1+5" model—1 core device-licensed product (e.g., medical dressing) + 3-5 cosmetic-licensed supporting products (e.g., cleanser, serum, cream, sunscreen). The core logic is: device-licensed products provide trust endorsement and professional channel entry, while cosmetic-licensed products capture traffic and drive daily repurchases.
Timeline
Product matrix planning usually takes about 7 days. Weitai Group has a dedicated product planning team that provides matrix suggestions and formula matching plans based on the brand's positioning, budget, and target channels.
Step 2: Formula Selection and Sampling (Days 7-21)
After matrix planning is completed, we move to the formula stage.
Cosmetic-licensed Formulas
Formula development for cosmetic-licensed products is relatively flexible and the cycle is short. Selecting from our mature formula library + mature formula library, sampling takes 1-2 weeks. After the brand confirms the skin feel and efficacy direction, the formula can be finalized. If there are customization requirements (e.g., adding specific active ingredients, adjusting specific fragrances), an additional 3-5 days are needed.
Device-licensed Formulas
Formula development for device-licensed products is much more rigorous. Because device-licensed products require submission of complete product technical requirements during registration application, every ingredient and every raw material in the formula must have a clear source and quality standard. If using an existing registered formula (i.e., the brand "affiliates" with the contract manufacturer's registration certificate), after formula selection, only adaptability verification (stability, compatibility) is needed, usually 1-2 weeks. If the brand needs an independent registration certificate (product registered under its own brand name), the formula development + verification cycle is usually 4-8 weeks.
Sample Confirmation
Samples for cosmetic and device licenses can be developed simultaneously. After receiving samples, the brand needs to conduct internal testing (skin feel test, preliminary efficacy evaluation), and after confirmation, proceed to the next step. We usually recommend that brands involve channel partners in reviewing samples at this stage—channel partner feedback often helps you identify market issues in advance.
Step 3: Registration Application (Parallel with Formula, No Registration Required for Cosmetics)
This is the most important "fork in the road" in the cosmetic-device joint process.
Cosmetic License: Filing System
Ordinary cosmetic-licensed products follow the filing system, managed by provincial drug administration. Filing materials are relatively simple (formula, process, quality standards, labels, etc.), usually completed within 3-5 working days, and the product can be launched. If it is a special cosmetic (whitening, sunscreen, etc.), it requires the registration system, with a cycle of 6-18 months—this is not within the scope of "60-day rapid launch."
Device License: Registration System
Class II medical devices follow the registration system, approved by provincial drug administration. The registration cycle is usually 6-12 months. However, if the brand chooses to "affiliate" with the contract manufacturer's existing registration certificate (i.e., the product uses the contract manufacturer's registration certificate, with only the brand's trademark and distributor information on the label), no re-registration is required, and mass production and launch can proceed directly.
This is why "60-day launch" is feasible—cosmetics go through filing (1 week), device products affiliate with existing registration certificates (no registration cycle needed), both lines advance simultaneously, and from formula confirmation to first mass production, 60 days is completely sufficient.
Step 4: Packaging Design and Production (Days 21-45)
While the formula is being confirmed, the packaging line also starts simultaneously.
Cosmetic Packaging
Cosmetic packaging has a wide range of options—bottle types, bag types, box types, materials, colors, and processes can all be customized. From design to sampling to mass production, it usually takes 3-4 weeks. If the brand uses public molds (existing factory molds), it can be compressed to 1-2 weeks.
Device Packaging
Device packaging requirements are stricter—must be pharmaceutical-grade or medical-grade materials, and label information on the packaging must strictly comply with the "Medical Device Instructions and Label Management Regulations" (Order No. 6). Inner packaging (packaging directly contacting the product) also requires packaging compatibility testing. Usually, it takes 4-6 weeks from design to mass production.
Unified Brand Visuals
An important aspect of cosmetic-device joint development is unified brand visuals—the packaging style of cosmetic and device products should be consistent so consumers can recognize them as the same brand at a glance. But they cannot be "completely identical"—device products need to display registration certificate numbers, production license numbers, and other legally required information, with a different layout from cosmetics. Our design team will help brands create a "unified yet compliant" visual solution at this stage.
Step 5: Mass Production and Delivery (Days 45-60)
Packaging in place, formula finalized, filing/registration completed—mass production can be arranged.
Production Scheduling
We usually recommend that brands not place too large a first order—cosmetic products should be stocked at 1.5 times the estimated monthly sales for the first batch, and device products at 3 times the estimated sales for the first batch (because the replenishment cycle for device products is longer than for cosmetics). The first mass production cycle is usually 10-15 days.
Quality Inspection and Warehousing
After mass production is completed, products need to undergo factory inspection (inspection standards differ for cosmetics and devices, and must be executed separately). After passing inspection, they are warehoused, and the brand can arrange shipping.
First Delivery
Counting from formula confirmation, brands can receive the first batch of finished products in about 60 days. If the brand's channels are already set up (e-commerce stores online, medical aesthetics institutions signed), they can start selling within 1-2 weeks after receiving the finished products.
3 Core Reminders for Cosmetic-Device Joint Development
1. Don't wait until cosmetics are established before considering device products. The best strategy is to launch both lines simultaneously. Waiting until cosmetics have a market foundation before doing device products means going through the registration process again, wasting time in vain.
2. Device products don't necessarily need to be self-registered. For startup brands or brands doing device products for the first time, it is strongly recommended to first "affiliate" with the contract manufacturer's registration certificate. After the product sells well and market validation is passed, then consider independent registration. This can save over 100,000 yuan in registration fees and more than half a year of time.
3. Channel planning should precede product development. The core value of cosmetic-device joint development lies in "full-channel coverage," but if the brand only develops products without proper channel planning, cosmetic and device products will pile up in the warehouse unsold, which is meaningless. Before starting product development, the brand should at least determine the target channels and cooperation intentions.
Final Thoughts
Cosmetic-device joint product development is not a new concept, but there are not many contract manufacturers that can truly help brands "run through the entire process." Most factories either only do cosmetics or only do devices, and brands need to work with two factories simultaneously, resulting in high communication and coordination costs.
As a source factory holding three licenses—cosmetic, medical device, and disinfection—Weitai Group helps brands "one-stop" complete all product lines, with seamless connection from planning to formula to packaging to mass production to registration. Completing a own-brand launch in 60 days is not a slogan; it's a speed we have actually delivered.
